That's a matter of opinion, and personal preference (which is basically opinion, but whatever). Brawl has somewhat better graphics, but the gameplay is overall significantly slower. It's geared more towards casual than competitive gamers. Melee is much more fast-paced, and (from what I've heard) requires much more skill and much better reaction speed to play effectively than Brawl. Casuals would probably prefer Brawl over Melee because of the learning curve differences.
